About The Business Briefing

The U.S. Trade and Development Agency (USTDA) is hosting a delegation from Lithuania in order to encourage partnerships with U.S. businesses who can participate in and provide support to Lithuania's civil nuclear power development plans. The delegation is comprised of senior leaders from Lithuania's Ministry of Energy, the Lithuanian Parliament, the nuclear energy regulator, and the eventual operator of the new plant at Visaginas. USTDA is sponsoring a Business Briefing inviting U.S. companies to learn more about Lithuania's construction plans, investment opportunities, and regulatory framework for nuclear energy.

U.S. companies with expertise in the commercial nuclear power industry are invited to participate in a one-day business briefing to:

  • Meet with senior decision makers from Lithuania who are directly involved in the development of this growing sector.
  • Network with U.S. industry and U.S. government stakeholders who are interested in the sector.
  • Learn more about Lithuania's nuclear energy program.
  • Learn about USTDA's funding programs.
  • Attend one-on-one meetings with the delegates.

Orientation Visit Background

The U.S. Trade and Development Agency (USTDA) advances economic development and U.S. commercial interests in developing and middle income countries. The agency funds various forms of technical assistance, early investment analysis, training, orientation visits and business workshops that support the development of a modern infrastructure and a fair and open trading environment.

USTDA's strategic use of foreign assistance funds to support sound investment policy and decision-making in host countries creates an enabling environment for trade, investment and sustainable economic development. Operating at the nexus of foreign policy and commerce, USTDA is uniquely positioned to work with U.S. firms and host countries in achieving the agency's trade and development goals. In carrying out its mission, USTDA gives emphasis to economic sectors that may benefit from U.S. exports of goods and services.

USTDA is currently engaged with the Lithuanian government to support potential U.S. trade opportunities relative to the construction of a new nuclear power plant. The existing nuclear power plant at Ignalina (in central-eastern Lithuania) produces up to 1,500 MW of electricity from a single functional Soviet-designed RBMK reactor that was built in 1987. The plant provides Lithuania with more than 70% of its electricity. However, an EU accession agreement will force Lithuania to close down the existing plant by the end of 2009. In its place, Visagino Atomine Elektrine (VAE), a special project vehicle created by the Government of Lithuania for this priority project, plans to select a design and construct a new, dual-reactor nuclear plant with up to 3,400 MW of generating capacity at a cost of between €3–5 billion ($4.3–7.2 billion). The schedule calls for construction to be complete and the plant online between 2015 and 2017.

U.S. industry faces aggressive competition from foreign firms for the construction of the new plant. This Business Briefing will provide U.S. industry an excellent opportunity to present its products and services to the Government of Lithuania, the operator, and the regulator.

USTDA Nationality Requirements

Participation in the Business Briefing is limited to U.S. firms, defined as:

"a privately owned firm which is incorporated in the U.S., with its principal place of business in the U.S., and which is either (a) more than 50% owned by U.S. individuals, or (b) has been incorporated in the U.S. for more than three (3) years prior to the issuance date of the request for proposals; has performed similar services in the U.S. for that three (3) year period; employs U.S. citizens in more than half of its permanent full-time positions in the U.S.; and has the existing capability in the U.S. to perform the work in question." –USTDA Nationality, Source and Origin Requirements
